OAA
Older Americans Act
The Older Americans Act (OAA) Program is federally funded to serve elders age 60+ and their
caregivers. Preference is given to providing services to elders with the greatest economic or
social needs, with particular attention to low income minority and rural individuals. Older Americans
Act (OAA) clients cannot be determined eligible for services based on income criteria. Unlike other
programs, no fees are charged for OAA services, however, donations are encouraged.
Title III OAA Part B supportive and access services:
Priority service categories of access, in-home and legal receive supportive service funds in
proportions of twenty percent, eight percent and one percent respectively. Other support services
can be provided once this obligation is met. Using the 2003 Home and Community-Based Services
Handbook, as is referenced in this year's contracts, many more services have become available
under this program to meet our clients' needs.
Title III OAA Part C nutrition services:
Funds received under Title III-C are used to provide meals and other nutrition services including
outreach and nutrition education. Home delivered meals and congregate meals are available in all
four counties. For those counties with areas not easily accessible for hot meal delivery, vendors
for frozen meals are used to meet the need. The Northwest Florida Area Agency on Aging, Inc.
utilizes a dietitian to provide services for the entire PSA. This enhances the nutrition program by
working to standardize meal site policies and procedures. The dietitian also monitors sites as well
as helps to develop the menus used by the vendors. The dietitian is available for Client Nutrition
Counseling and Education.
